Cliff Note:
Restricting the number of charged conferences, either offensive or defensive, to six per team.
Defensive teams will not be allowed to huddle at the pitcher?s mound after an out.
Teams will have 90 seconds between innings before they are required to be ready to resume play

How fast can a catcher be ready, which is standing on a base on the third out? I guess under 90 seconds and a throw down.

NCAA fiddles with their rules almost every year, and in doing so they move further and further away from every other softball rule set. Want to speed up play? Go back to regular softball rules, 3 charged defensive conferences per 7 inning game, 1 offensive conference per inning, 1 minute between innings and enforce the 20 second rule on delivering the pitch.

These girls all played their entire life under those rules until they got to college, it is the coaches who insist on tweaking the rules that have caused the problem.

Could it be the need for shorter games for the TV air time? TV is a money maker!! How many times in the past years have you watched a college game to hear them say to TV land that they have advanced the game.. they edited out the slow non productive innings to shorten broadcast airtime due to scheduling program air time.. Games had to have been taped earlier to do so. Since the games are not timed as in Travel Ball but played by the inning.
This is money motivated for broadcasting schedules.... they say follow the money... sad to say limited play time is poor for the sport.
where as in Boxing the longer the match the more money promoters make in advertisements. What if BUD-LIGHT/NIKE got to advertise during softball games then maybe the time restrictions would be lifted $$$$$! JMO
