Just a stupid question. Why couldn’t teams combine to make one team?

With all these orders and Everyone trying to find ways to let the girls play. Why couldn’t you combine two teams together to make a new team with 25 players. Have four teams to make up two teams and then you could play 4 games in 24 hours. Ye it’s using a loop hole, but wouldn’t it be a legal way around all the craziness. I’m not even sure how many players you can have on one rooster.
