In some instances, they represent official interpretations. However the Rule Book remains the authority should there be a conflict between this document and the Rule Book.

It’s been acknowledged that these rule interpretations sometimes oversimplify things. But read the last sentence of what you posted. The actual rule trumps any wording in these interpretations. The actual rule in the rule book doesn’t mention anything about “blocking the base”.
