Temporary fences were up for the Smokey Baker tourney last year. I don't know about the other tournies. Our team always tries to play at least one tournament at Expressway.
There are areas between some of the fields to warm up their arms. If the temporary fences are up they might even let teams warm up in the unused outfield areas.
These are my favorite fields in the Cincinnati area. They drain great and the park owner keeps the fields in great shape.

At Fall States they did not have temp fencing. It also hadn't rained there in 3 months. Had some balls hit off us that I think are still rolling....
I agree the facilities were nice. I was frustrated about the lack of warm up space however.
My parents thought it was cool they could buy beer though.
