For my dd all the stars lined up - good scholarship package, nice team, great coach, just the right kind of school. Picking the school for her major and her idea of what college should be like - urban v rural etc - were the most important factors - coach / team next. The money didn't really matter as academically we knew there would be something from all.
If your dd decides which schools best suit her major and are attractive to her in terms of how they fit her picture of college, the rest should fall into place. Any school she didn't immediately feel comfortable at should be dropped. Is it too hilly, too small, too big, too close to a city, too far away from a city etc.............
