Junior high playing Varsity

I know some states allow 7th and 8th graders to play junior varsity or varsity ball, does the state of Ohio allow this and if not what would be the penalty if it happened.

OHSAA does NOT allow Jr. High players to play varsity. Ky does and does other states with an inordinate amount of small school systems. Penalty? - illegal player.

I know of 6th graders in Ohio that can pitch varisty and do very well, but....

If you do it, the player loses eligibility. A player has only eight semesters (4years) of eligibility. The play will lose one year of eligibilty.

From the OHSAA Bylaws:

4-2-3 A student shall become eligible for high school athletics when the student attains the fifteenth birthday before August 1, or when the student attains ninth grade standing. The student is eligible at the school where the student is expected to enroll at the ninth grade level.

Section 1. Application of Bylaws and Sports Regulations

1-1-1 The bylaws and sports regulations apply to all participants in interscholastic athletic contests involving students in grades seven through twelve and include matters of eligibility, contracts, qualifications, responsibility and behavior of various personnel.

1-1-2 Students enrolled below the seventh grade are ineligible for participation in interscholastic athletics. Students enrolled in grades 7 or 8 are ineligible for interscholastic competition on the same squad with students in grade 9 or higher. Exception ? A student who attains the age of 15 prior to August 1 is eligible for interscholastic athletics only at the high school level not to exceed eight semesters.

1-1-3 These bylaws cannot be waived, modified or amended by mutual consent between or among contesting schools.

A couple of years ago when I was coaching Jr High, I called OHSAA and asked if we could play against freshman teams. I was told that we could not put Freshman and above players on the same field with anyone younger than Freshman players...even to practice, warm up, etc.

You are correct. Look under the Gerneral Sports Reg.
40.3 40.4 The bear posted this on a prior post. Not word for word but below is what it says.

40.3 : No 7'th and 8'th grader may play or practice with high school
40.4 No 6'th grader can play or pratice with 7'th and 8'th graders.

Can Ohio teams play against teams with 7th & 8th graders on the roster when playing outside Ohio? And if they can, implying the rules are not applicable, would Ohio teams be able to use 7th & 8th graders when not in Ohio?

Since the regulations don't say that there are a different set of rules for when you go out of state, then the rules as written would govern, and this would NOT be permitted.

9-1-1 Members of the Association shall observe all Ohio eligibility and contest rules in contests with non-member and non-interscholastic teams.
