Given a ball picthed in the dirt and given WP or PB, how wide in either direction is considered ordinary effort vs not ordinary effort in the ability for a catcher to 'catch or control' and, if the catcher cannot catch it, is it a PB if they cannot block it (is a ball in the dirt ever ordinary effort). I have seen definitions give as catch or control witrh oridinary effort, does that mean a block or just a catch..... I understand catch and ordinary effort to catch. But where do the blocks fit in.... BTW, the pitch his behind the plate (so it is not covere by that definition for a WP).

My opinion on what is ordinay effort is that they should be able to stop ANY ball that is within the confines of the batters boxes that is not over their head. If a ball goes in the dirt behind the plate and the catcher does not stop it, it is a passed ball. The coach needs to start doing some blocking drills with the catcher because not being able to stop a ball in the dirt behind the plate is unacceptable and takes too much away from the pitcher. There are drop balls, drop-curves, and knuckleballs among others that are going to hit the dirt and if they want to catch, they better learn to stop them.
