It's extremely difficult for me to cover all applicable rules in a post because I don't know what you have in mind and the local rules in Ohio aren't published. Here are a few guidelines:
- Her ASA classification and roster status is based strictly on ASA events, so playing other sanctions (NSA, USSSA, etc.) has no effect on them.
- The first ASA qualifier she plays in locks her onto that team's roster (i.e. redlines) for the duration of that team's championship play. Generally speaking, she cannot sub/guest for a team in a qualifier after she has been redlined on a team's roster and shouldn't do it if she wants to play on another team in a qualifier.
- She is eligible to be a pick-up player for nationals if she played in ASA events earlier that year and she's not redlined on a team that is going to nationals. She cannot be picked up by a 14u team if her regular team was older and/or she was redlined on an older team.
You will probably get better responses if you provide more information about her regular team's plans and what you're thinking about doing.

You should just play NSA or ISA in Florida. There is NO roster enforcement

the team(ohio energy 16u) will be rostered asa,nsa,usssa. so if dd is rostered on a 16u team. she can never play down even though she's a 98.

I wouldn't say never. There are restrictions and you just have to be careful so you don't cause problems for your team or another one.
- I wouldn't expect problems with non-qualifiers.
- If your team isn't going to play ASA qualifiers, she can play for another team in qualifier(s) and that should determine her classification for the rest of the championship season.
- There will probably be opportunities with other sanctions and unsanctioned too.
