In my 6 years of travel ball I have NEVER seen anything called on a pitcher that goes past the time limit between pitches. Some will push that 20 plus second mark. Heck my own kid takes her time between pitches and I know there are times she is around or above the 20 second mark.
Not many pitchers at all will release before 10 seconds. Some girls will work fast and will be around 8 to 10 seconds,but that is rare.
Now if a batter is taking to long outside the box getting ready or getting the signals the ump will get on the batter.
We did run into a team where their pitcher did take close to 20 seconds between pitches and some times longer. I instructed the girls to call 'time' and step out of the box if the umpire allows it. I do not want my girls froze on the box with the bat up for longer than 13 to 15 seconds.
