Bad Call of Not?

Girl on second, one out, line drive hit to and caught by third base, third throws to second to get the runner who has left the base. Runner beats the throw and is called safe, but then loses her balance and steps off the base for just a split second, ump changes the call to "out" pointing out she came off the base.

She beat the throw and was safe on the force, at that point the second baseman would be required to tag her for the out right?

To make matters worse we were 11-0 and lost 6-5 in 11 innings.

Once the runner re-touched the bag (beat the throw and was called safe) she has fulfilled her obligation to "tag up".

Anything she does after that point is treated just like any other runner. If she loses contact with the bag, she's nothing more than an active runner off her base. She would need to be tagged herself to be put out.
