Can anyone help me out with this ?

Once a pitcher takes the mound in college (43') is there any restrictions of her pitching at 40' in the summer?

Only if her college coach says "no".
In USSSA, an 18U team with a college player on the team must play 18U Major. They do pitch from 43' in this division.

I believe 18U in ASA is 40. Gold tournaments are played at 43. I think you will find some of the showcases back up to 43. ASA has talked at their winter meeting about changing the distance, and it will likely be discussed again this year.

All of the "big name" showcases, such as Rising Stars and Orland Parks to name a couple, even at 16u, have pitching distances at 43ft.

You're right, 18U A ASA is 40 ft. I would be surprised if it sin't moved to 43 ft. very soon.
