What are the general player eligibility rules for contracted players? Example: If a player is already signed with a team, can she play in a tournament as an eligible player for another team?

What sanctions, NSA starts in Sept, ASA in Jan...I believe. I can't imagine any player can play as another.

More specifically, if a team is knowingly using a player contracted with another team during a game, can an official protest be made to the umpire, or would it have to go to the tournament director?

contract vs roster - they may have a commitment form, but have they been rostered by the team? if they were rostered, were they unrostered and rostered by the other team? too many what ifs

It also depends on ages you can play 2 different ages. 14u,16u

It also depends if it is an open roster tournament, such as the Pumpkin Smash this past weekend.

No. Hasn't become an issue. Just a conversation between friends. Was looking for additional input. Thanks!!

If they are rostered with another team and have already played this season (fall) with that team, yes, it can be taken to the tournament director . The end result the girls are out and I believe the head coach is too.
This happened this past summer. Ends up hurting the girls and the whole tournament. But like mentioned before, other factors do go in.
