Is this legal or illegal?
Pitcher step on the rubber with ball in hand. She pauses, flips the ball to the glove, takes her signal, puts her hands together and continues with her pitching motion

Boy, that's really in that area most won't want to make a call. Bretman is the guy but here's how I see it with the info provided. If she stepped onto the rubber with hands apart, ball in open hand, then flips it to the glove, once she takes the signal and puts her hand inside the glove to start her pitch it could be called an illegal pitch. Technically, she didn't actually touch the hands together twice but it probably still falls under the intent of the rule. She really didn't do anything deceptive as she stopped to receive a signal but the act to move the ball from one hand to the other while on the pitching rubber (touching the hands together twice) would be a violation in most sanctions.

I've been told I am wrong before. If she tosses the ball to the glove before stepping onto the rubber, there is no violation. Not many umpires are going to catch this or call it due to its sensitive nature. If she's doing it to simply toy with everyone, I get how annoyed people can get. If you let it get into your head, it'll get into the teams' heads and she wins. As a coach, if I thought it was necessary, I would bring it to the umpire's attention. If they don't act on it, play ball. Whining won't help the mindset of the team effort.

I always told the kids that everyone has a job to do and there job is to play the game and not worry about those things. I'll do my job, the umpires will do their job, and the parents can get upset with all of us. lol.
