Teams can play up an age, but not down. ASA rosters expire on August 31st now just like all other sanctions this year. So you are correct.

For instance, a '00 team can't compete in 14u this fall even though they played 14u at Nationals in early August. The 2015-16 season started September 1st so that '00 team now is a 16u team.
