Transfering Schools While Under Scholarship

If a player is under scholarship with a university and wants to transfer, how does that player go about contacting the coach of another school she would like to transfer to? Does the player have get get a release from the school she is under scholarship with first? Would it be appropriate for the player to contact the coach of the new university and tell the coach her intentions before notifying the school she is currently attending? I have seen players on rosters who have transfered from other universities and they listed the high school and university they came from. Thanks for any information.

I am far from an expert in this area, but I THINK that coaches are not supposed to talk to players that are on scholarship with another university. I think the process is supposed to work in such a fashion that if a player decides to leave, their current school they are not supposed to have a soft landing somewhere else all ready prepared. If I am wrong, I am sure someone more knowledgeable will correct me. I am also sure that this is not how it happens on many occasions.

I think DogsDad is on the right track, I am also not an expert in this area but I believe the athlete must ask for their release after being granted the release they are then free to contact other schools.

Here are two paragraphs in the NCAA NLI that might help:

Release Request and Appeal Process In the event I wish to be released from my NLI obligation, the NLI release request form and appeal process information can be reviewd on the NLI website at www.national-letter.org. I understand that the NLI Policy & Review Committee has been authorized to issue interpretations, settle disputes and consider petitions for complete release from the provisions of the NLI when extenuating circumstances are determined to exist and the signing institution denies my request for release. I further understand the Policy & Review Committee's decision may be appealed to the NLI Appeals Committe, whose decision shall be final and binding.

Recruiting Ban After Sigining I understand all participating conference and institutions are obligated to respect my signing and shall cease to recruit me upon my signing this NLI. I shall notify any recruiter who contacts me that I have signed an NLI. Once I enroll in the institution named in this document, the NLI Recruiting Ban is no longer in effect, and I shall be governed by applicable NCAA recruiting bylaws.
