i was just wondering why i have never seen a RT in a college game? are they illegal or are they just not being used for another reason? just wondered and would like to see some oppinions.

Pretty sure money has something to do with it. The large bat companies spend lots of money I am sure so their bat is seen in the hands of college players. I could be way off, but it sounds logical.
It depends if the school has a contract with the bat manufacturer or not. I'm sure most of the Big Ten schools have contracts, but Punchout may have a better feel for that. I know there are several Horizon League and MAC schools that DO NOT have contracts. I know - my DD has hit two homeruns this year with an '05 Rocket Tech which is owned by her college team. So it depends on which college teams you are watching. But Rocket Techs are definitely being used in college at all different levels - except where an equipment contract states otherwise.
My guess is that Anderson feels at present that it has a commanding market share from summer travel ball (private purchases) and the colleges that are not under a competing contract that it sees no need to "give product away" for advertising. So far, it's a formula that works. IMO, theirs is hands down the hottest bat on the market today.
Was down at OSU when they played Wisconsin and all the Badgers were swinging 2007 Rockettechs. Sad to say it didn't really help them much, they lost 8-1 I believe.
As said before - a quality bat is no substitute for poor swing mechanics. A good hitter can hit the ball well, even with a wood bat, but it just won't go as far. A hot bat will help a contact hitter somewhat, but not as much as developing a good swing, good vision and good decision making.
IMO, too many parents think that a high tech bat will magically turn their DD into a power hitter. If more time was spent on a quality swing, the results would be MUCH more dramatic.
