The announcers make it sound like what Ian Kinsler does in against the rules but is it?

Who cares about MLB, is there a rule against this in ASA? I would think that it's fine but idk..

It's not against the rules in MLB (and I'm kind of surprised that the umpires had to huddle up on that one).

For ASA this is a legal play. A fielder may let the ball drop to the ground untouched. What the fielder can't do is first catch the ball, then purposely allow it to drop. In that case, the ball is immediately dead and the batter is out.

The "intentionally dropped ball" rule applies anytime there is a runner on first base (may also be other base runners) and there are less than two outs. The purpose of the rule is to prevent the defense from getting multiple outs when the outcome should only be one out.

In ASA a fielder may let the ball drop untouched or knock it to the ground without actually catching it.
