Yes, 16-U is huge. Even I at Div. III scout 16-U, in addition to 18-U.
If anyone wants a lesson on how to market players, just ask the So Cal teams. I've never seen anything like it. Make sure you are fully prepared with team and individual profiles, have a designated recruiting coach who does nothing but watch for college coaches at games, make sure that coach is fully briefed on recruiting rules, on the team's players and their desires, on the specifics of each school that might be coming to a tournament, etc. Make it easy on the college coaches. And then make sure each girl who a coach was there to see or potentially see is notified which colleges watched her play and then have those girls be certain to e-mail those college coaches within 48 hours after the tournament. Do all of that and then you'll be on a path to doing what the So Cal teams do.
I already have two So Cal girls and their parents paying for plane fare to come up to Washington for a visit just from scouting this past weekend. And this is Div. III, so you can imagine the efforts these teams must make for Division I.
