Had a situation at a tourney where a team that did not win a game won their pool. I won't go into the details because it ended up not mattering in the outcome.
If you are going to run a tourney and have ties in the pool games, go to a points system. It is easier to set the brackets with alot less headaches about tiebreakers and late nights of sorting all that out, especially with rain delays involved.
A win is 3 points, a tie 1 point and 0 points for a loss.
In the above tourney a team that went 0-1-2 would get 2 points whereas the other team that went 2-0-1 which would have 7 points. So if one of the teams lost a game because of a rain out the points would still rule out alot of other headaches.
This would also make the pool games more important to win. This is how they do it in the evil grass sport. Then if neccessary you can go into all the other tie breaker scenarios.
Or still my favorite NO TIES at all, or drop dead revert garbage.
