Obstruction rule question

Is there ever a time on an obstruction call when the next base is awarded if the runner didn’t try to advance? So for example batter hits ball to right fielder and as she is coming around first base the first baseman is on the bag and obstruction is signaled as it should have been. Right fielder throws ball in to second base and runner returns to first base. First base coach goes and talks to field umpire and he then proceeds to award the runner second base. I was under the impression obstruction came in to play if she tried to advance and was thrown out then would be called safe because of the obstruction but if she returned to the base then the obstruction call was off?

Didn’t change the outcome of the game one bit but left me confused so for my own knowledge was just curious.

2018- USSSA Rule 8 section 13-

When a runner is obstructed while advancing or returning to a base, by a fielder who neither has the ball nor is attempting an initial play on a batted ball, it shall be a delayed dead-ball.

EFFECT: If the obstructed runner is put out prior to reaching the base that would have been reached had there not been obstruction, a dead ball is declared and the Umpire shall award the obstructed runner, and each other runner affected by the obstruction, the bases they would have reached, in the Umpire’s judgment, had there been no obstruction.


Appears from this that call was not correct as she was not trying to advance or return and put out.
