The Rule in question:

4.2) A member of an interscholastic softball squad (any student who has
played in a
scrimmage, preview or regular season/tournament game as a
substitute or starter)

sponsored by the Board of Education or other
governing board may participate in
non-interscholastic softball prior to and
after the school season under the following
conditions:

4.21) The number of interscholastic softball
players
from the same school on a non interscholastic
squad is limited to
four on the roster of that non-interscholastic
squad. A roster is defined as
all the members of the entire squad on that non interscholastic
squad.​

Whats the most high school players can I have during this June - July time frame?

If you are not a coach or a School Board approved volunteer, you can have as many as you like until August 1st, unless you attend Nationals then you can go till that is complete. If you are a coach or School Board approved volunteer you can have no more than 4, or if you have more than that you can only have 10 total days of contact before the August 1st deadline.

Then the head coach of this travel team should know this, or be made aware of this. He is a board approved Volunteer for H.S.

6.9) Members of the Interscholastic Coaching Staff – Team Sports – In non-interscholastic
participation (contests, tryouts, training and practices) in team sports, members of the
school’s interscholastic coaching staff may coach interscholastic squad members from the
school district where employed for a maximum of 10 days from June 1 to July 31. The 10-
day limitation applies to the entire coaching staff. Each individual coach is not entitled to 10
different days for coaching.


EXCEPTION 1: The paid or unpaid interscholastic coach employed by a Board of Education
or other governing board may coach interscholastic squad members from the school district
where the coach is employed as coach without limitation from June 1 through July 31 if the
50% limitation is observed. The 50% limitation is defined as a maximum of 50% of the members
of a team as defined in the playing rules of the sport. The following chart indicates those
limitations for OHSAA recognized team sports.

EXCEPTION 2: If the 50% limitation is observed, an interscholastic coach may continue participation
with a non-interscholastic squad in a national qualifying tournament after July 31 until
the squad is eliminated from the national qualifying tournament but no later than Labor Day.

I've heard of one head coach who gets around this problem each year by resigning as head coach, only to be rehired each August. Doesn't seem like that should work but from what I was told, he has survived a couple of challenges brought to the OHSAA on the question.

I had a talked with OHSAA back in January to get clarification on this since it was my first year coaching for our school. They sent me a copy of an FAQ document they had propared due to this being a popular topic. I am posting straight from the document so everyone can see OHSAAs interpretation of their rules, which is not always the same as answers I have seen posted:
Can volunteer coach players from the school team during the June 1 ? July 31 period of time?
Answer:
Basically, ?yes?, but when teams are playing with more than 50% of a schools? roster (4), the days of coaching/instruction must be counted in the 10 total permitted to the staff. If the non-interscholastic team is comprised of LESS than 4 players from the school, the days coaching that team in TEAM COMPETITION do not count toward the 10 days permitted to that coaching staff.

What if I INSTRUCT only ONE (or up to FOUR) players in hitting instruction during the June 1 ? July 31 period. Do THOSE days count?

Answer
: Yes. When it comes to INSTRUCTION, a ?day is a day?. ALL days count toward the 10 permitted to a staff.

Can a volunteer coach players from the school team during the ?Off-season? ?travel baseball/softball? (or other non-school baseball/softball)?

Answer:
No. A volunteer coach is restricted to the same out-of-season (non-interscholastic) rules that a paid coach is restricted to.

If my son or daughter plays on a Non-Interscholastic team (such as ?club? or ?travel?) can I coach them if I am a school coach?

Answer
: Only during the June 1 ? July 31 period of time. Coaching one?s own players is prohibited outside the season other than those dates and no exception is provided for families.

When CAN a player on my team participate in Non-Interscholastic Baseball/softball?

Answer
: As soon as his season is complete. This means a Varsity player may participate as soon as his last game (including tournament) is played. Any sub-varsity player may play non-interscholastically when his season is complete but it must be kept in mind that he cannot return to dress/participate in any OHSAA tournament game. Many Athletic Administrations will safeguard this by allowing no level of player to participate in non-interscholastic baseball/softball until the varsity?s last tournament game. Though not entirely necessary, this DOES safeguard all athletes.

How many players can play together on a Non-Interscholastic team (such as ?travel? or ?ACME? or ?Legion ball?)?

Answer
: FOUR (4). OHSAA Sports Regulations limit the number of participants on any non-interscholastic roster during all months except May 25, 2012 (the Friday prior to Memorial Day) and July 31, 2012 to no more than 50% of those that make up a starting lineup of a team. In baseball/softball that magic number is 4.

How are players ?considered? when Middle School/Junior High players play with High School players in the off-season?

Answer
: Players are considered middle school/junior high until August 1 of their 9[SUP]th[/SUP] grade year and are considered separate as it relates to participating on non-interscholastic teams. For example; 4- 8[SUP]th[/SUP] graders could participate on a ?Club? (non-interscholastic) team along with 4- 9[SUP]th[/SUP] graders from the same school. They are considered separate.

During the summer when instruction is permitted (June 1 ? July 31), how many days are we permitted to coach our players?

Answer
: TEN (10). From June 1 ? July 31, a coaching staff is permitted to coach a total 10 days, known as ?instructional days?.

Does a day of my own summer camp count toward these 10 days?

Answer
: Yes. Any day of instruction is considered one of the 10 total permitted between June 1 and July 31.

How about if I coach a team (from June 1 ? July 31) that consists of only 5 players from my school team? (less than 50% of the roster)

Answer:
Currently the OHSAA does not view that as an instructional day, but one must remember it MUST be between June 1 and July 31 AND it must be in TEAM COMPETITION.

In the above, it is stated that it must be in ?Team Competition?. Explain that.

Answer:
When a non-school ?summer? team is comprised of 4 or less players from the same school, a coach may coach that team (ONLY during June 1 ? July 31) without those days counting toward the 10 ?instructional days? permitted to a staff if and only if, the coaching is done during TEAM play. This is NOT true, and all days must count toward 1 of the 10, when instruction is provided to a school team member during June and July whether there is 1 player there or 100 players there.

Does each member of my staff receive 10 separate days?

Answer
: No. Obviously, if this were to occur, a school could have upwards of 40 and 60 days of permitted instruction. The 10 days permitted are per staff.



Do Volunteers count in the 10 day total?

Answer
: Yes. As mentioned earlier, all volunteers fall under the Bylaws and Sports Regulations of the OHSAA. The 10 days permitted to a staff are inclusive of paid and volunteer coaches.

Can players participate in ?Hitting Leagues? during the off-season?

Answer
: Yes, however, they are limited to the 50% limitation of 4 players from the same school on the same ?hitting league? team.

Oh my, this document is less than a model of clarity and has some internally inconsistent answers. For example, the first answer suggests that the travel ball team has to have fewer than four members of the HS team to avoid the ten day contact rule and I think we can all agree that a travel ball team with 4 members is not subject to the ten day coaching contact rule. Later in the document, answers assume that if there are only 4 members, things are fine. And as to the reference to "five members" in one of the questions, I am totally baffled.

Just FYI, I was told that through a phone call to to the OHSAA softball rep, it was learned this week that no matter how many coaches participate in coaching a HS team (which I define to have more than four players from the HS team) on any given day, that only counts as one day towards the 10 day limit. Who would'a thunk it.

Carol ... I had wondered about that point about the multiple coaches that I think you had made in an earlier thread. My understanding had always been that if multiple coaches are with the kids on the same day, that only counts as one day ... what you couldn't do is though is have each coach have 10 separate days. Agree with you that there appears to be some inconsistency in the above answers!

  • The 50% limitation does not apply to Team rosters during the June/July period. Teams can have as many players from their interscholastic team as desired.
  • The 50% limitation can impact the 10 contacts allowed during the offseason.
  • If you are assisting during a competition situation (ex. base coaching) and the roster is <50% then it would not count. If it is at the limit then it should count.
  • Any Non-competition instructional interaction (practice, clinic, open gym) would count regardless of the number of players.
If the above are wrong then I am going to kick myself. They caused me to pass on a summer team for the first time in forever. There would have been multiple players from our MS team (who can return) and the probable additions for next year. I figured it was safer to pass on a summer team than ?poison the well?.

I certainly didn't mean to suggest that I was criticizing you for posting the document. Not at all. I'm a big believer in not shooting the messenger.

As to the three essentials points that you derived, I would first question the statement that "If it [the number of players] is at the limit then it should count [toward the ten day limit]." If you have only four players on the team from the same HS squad (or in this case MS squad), then there is no issue of the ten day limit. The use of the terms "less than 4 players" in the FAQ document is in my opinion wrong here.

Second, I would definitely question your conclusion that if you coached practices on a team having four or fewer members from the same HS or MS squad, that would count towards the 10 day limit. If that were true I can think of several travel ball/hs coaches off the top of my head who would be in violation of the 10 day limit. It has certainly been the understanding of the Ohio travel ball fastpitch community that when a HS coaching staff member coaches a travel ball team with four or fewer HS members, the coach can have as many practice and game contacts with the travel ball team as that coach wishes during the June/July+Nationals time period. I know that the FAQ document states that if there is only one school member there for "instruction" it counts as a contact day, but I can't believe that applies to a travel team practice.

I take that as an ok,:confused: team having 7-9 players, even if the coach is their H.S coach.:confused:
