I was wondering if OHIO USSSA has any additional requirements beyond winning a tournament in order to get the sign off from the state director to enter a WS event?

In PA we are getting some BS about having to play in some "state tournament" despite the fact that we won a USSSA tournament and "qualified"

Not sure what event. There are a number of these " World series" for Usssa. The problem is a few events have been cancelled for Usssa turneys this year. I know in prior years the events had bids at the discretion of the state directors, much like other sanctioning bodies. My suggestion is talk to the state director in Pa or Oh and see if they both tell you the same thing.

But to answer your original question, I am not sure what "state tournament" is out there. The USSSA site has a event finder tab.

Here is the link to Ohio USSSA qualifying from Mike Craig, OHIO USSSA State Director:

Note the differences between World Series and National Championship events.

And OHIO does offer North and South versions to help teams avoid travel and to offer different weekends to meet the requirements.
The Southern States are held June 11, 12 in Beavercreek, OH at Rotary Park.
I think the North goes off on the following weekend.

I'm pretty sure all sanctioning bodies require you to attend states if you are planning on attending Nationals. Ive taken teams to ASA regionals and NSA WS and that was the case there as well. Not sure why it is a big deal to play in the state tournament if you plan on attending, seems like a fair requirement to me.
