This one came up a ton this weekend.

When can a courtesy runner be used? I overheard a conversation by umps that were adamant that a courtesy runner could be used only when two outs. Didnt see it enforced though.

Whats correct?

Concerning your situation of when...Anytime the pitcher or catcher reaches base safely (Pitcher or catcher must have actually been in the pitcher and/or catcher defensive positions, except for the top half of the first inning, then it it based on the line-up card.)

Now who can be a courtesy runner varies greatly between the sanctions.

Both ASA and NSA say you can have a courtesy runner for both the pitcher and catcher at any time but each have limits on who that runner can be. NSA states it can be anyone how hasn't been in the game or the last batted out. ASA states it must be someone not in the game.

In NSA it "depends" on the umpire. All year long Weve been told either last out or someone off the bench. Last weekend we were told last out only if we used someone whom was not in the game it must be a substitution. ;D
