Help with this call please

Had this happen a couple of times now. The pitcher throws the pitch and the batter is leaning over the plate and gets hit by the pitch in the strike zone and the batter gets the base, but made no attempt to move. I know in college the girls don't have to make an attempt to move, but they still do in 18U. Whats up with this? Why is it not a strike?

It is a strike if the ball hits the batter while it is in the strike zone (ASA 7.4.J) or the batter prevents the ball from entering the strike zone by any actions other than hitting the ball (7.4.M). It is also a strike if they swing at the pitch, miss and the ball touches any part of them (7.4.H).

BTW, the new college rule only applies when the ball is entirely in the batters box.

My daughter, who is a lefty pitcher, hit a batter with a curve ball this past weekend. Blue called strike and explained that the batter had her elbow in the strike zone when she was hit.

My dd hit a girl in the helmet when she tried to duck under a screw ball (she had just seen a rise), not her best decision.

She was crowding the plate and leaning forward, she went to her knees and the ball caught her helmet; Her entire head was in the zone. No way that umpire was going to call that a strike. She laid there a few minutes, reviewed her life and the error of her ways, then got up and trotted down to first. A little sadder and a little wiser.
