How to best seed 16 team tourney with pool play?

How do you best seed the bracket match-ups in a 16 team tourney with 4 pools of 4 teams? Do the pool winners own the top 4 seeds or do the best 4 overalls using tie break methods own the top 4 seeds?

I have seen it done both ways. In all reality, there would not be much difference. If all 4 pools winners were undefeated in pool play, it would be exactly the same seed in both methods.
Having done a good number of tournaments, we see pros and cons of both methods. I fyou are in a tough pool, you could be a 3rd seed in your pool and maybe one of the top teams in the tournament. I remember years ago in my coaching days that we were 2-2 in pool play facing a 4-0 team in a bracket game and mercied them in 5 innings on the way to winning the championship.
Doing it either way will bring some complaints....there are people who just want to whine.

Top team in each pool are seeded #1, and usually play the #4 seeds, and #2 & #3 seeds are then matched up.

For any TD trying to come up with elimination brackets here is a perfect website that will draw your bracket for you.. I use it to come up with my brackets.. It sure beats trying to figure them on your own.. It really helps if you have an odd number of teams. It will also do double or single elims... http://www.crowsdarts.com/brackets/tourn.html
