I'm not surprised personally. Look at the Doom event in Goshen this past June when everyone was terrible from 14u on down.
I know in 2010, events in this District was farmed out to other districts and their umpires due to a) lack of umpires from this district and b) OHIO ASA was never informing this district commissioner that girls events was EVEN going on in his district.....
Thus, since it was being farmed out... umpires from this area wouldn't join the association due to not having FIRST opportunity to umpire in their district. So what you was running into was umpires not willing to sanction ASA for one event. I know my umpires wouldn't and thus they did games in Louisville, Lexington and West Virginia all summer.
Hopefully, ASA will get a handle on it this coming year.

You say U-trip rules. Does that mean you need to be u-trip sanctioned? I am sanctioned ASA, NSA, OHSAA, NCAA. If that fits I can work on Sept 25.
