Question on roster's

We played in a tournament where a team has 2 teams, a 15u and a 16u team. We played the 16u at Berliner last week, and faced the team in question with the older 16u team. when we played the tourney this week the 15 u team we faced the same pitcher. My question is how can this girl be on the same team roster without being released or are we allowed to move up and down if we have 2 teams in same age group. I also walked to where this family was sitting and heard them tell a individual coach that she had been up and down twice this year. To me this is cheating. I dont think its right. If your committed to a team your on that team, not the organization or I could have older girls who are still eligible to play 16 u in my org to come back down from 18u to dominate the pitching. Not being a sore loser but we lost against this team both times, the last game was by 1 run.

This happens all the time when the tournament is not "Championship" play or for other sanctions a qualifiers for a World Series.

You will see this a lot in Showcases were the emphasis is on getting girls seen and not so much on winning.

So, I believe that the tournament a Berliner last week was not a qualifier, but more like a Showcase so rosters are not enforced as much.
