Can a coach refuse to release a player, and if so is there anything you can do about it

You're going to have to be more specific. Do you mean a high school coach releasing a player after the h.s. season is over, or a travel team releasing a player off of a signed roster, or even something besides those two things?

usually a high school coach waits a week after their season to let a player go. Depending on the level of work the school team put forth, it is usually a good idea. School ball is totally different than summer ball. They may have worked the players every day and a week rest may not be a bad idea to avoid injuries. Middle school ball may be a little different depending on the number of players the coach had. It's not a bad thing and summer coaches need to repect the school coaches decison. I am presently going through the same thing and feel my DD needs a break and rest before released to play summer ball. And it's a week.

I've known a few teams that have refused to release players, but don't recall any recourse once the roster was signed.

You can say that you refuse, but the organization will make a decision based on the best interest of the player. In other words, if it does not go against any of their rules, they will not make a girl stay on a team just because a coach will not sign the paper.

If you contact the sanctioning body (the one that you need the player released from) they will direct you in the proper steps to be followed to have the player released. If the player in question has not played in a tournament sanctioned by that body this year, they will be more than happy to release her for you. ASA, PONY and USSSA have become very aware of the problem that you are experiencing.

Be assured that if you have a reputation (history) of jumping teams, they will make you jump through quite a few hoops to get the release you want.

Why would a coach refuse to release a girl. Do they not relize what they are doing to that pour girl, and how that makes them look as a person and organization.

keep in mind some teams have expensive uniforms and equipment that they may have had severial excuses for not getting paid. and if a player leaves and takes these items, the team is unable to replace said item within the same cost

Unfortunately some coaches just don't want to release kids out of spite. Maybe they think they are winning over the parents. We all know who suffers in that one :'(
If there is no outstanding balance on fees and uniforms have been returned, I would hope that an adult would put personal feelings behind and all parties move on.
Now if there is a signed agreement that was not upheld this may be a different story. It really depends on the situation at hand.
