This past weekend my 12u DD starting using a Rosin bag when she pitches because her hands sweat so bad. So in the 3rd inning field umpire decides to call a illegal pitch. He said that if she touches the Rosin bag she must wipe off her hand? He gave no warning or said anything to her about it before calling the illegal pitch. Never heard anything like this so was looking for some help. Thanks.

What rule set were you playing under? Not sure about USSSA, but both ASA and NFHS have rules clarifications out which state the hand does not need to be wiped after touching the rosin bag or picking up dirt. TCS follows ASA rules so they would be the same.

Must have been the same ump that said you can't frame pitches.

We had a similar situation at the Columbus World Series when my daughter asked for her bag. She was instructed to keep it in her pocket and she had to wipe her fingers afterwards. We let it go but I asked other Umpires later and they said she had to keep it in her pocket but DID NOT have to wipe. I asked what to do if it happens again, they recommended our coach knows and has a rule book and to speak with the Umpire at the next opportunity.

Here is the ASA clarification - March 2010 Plays and Clarifications (I got it from Comp's post on DFP).

NCAA rules require pitchers to wipe after applying rosin or dirt to their hand. Couple that with the fact that OP's case is far from unique and it may be better to just be in the habit of wiping anyway.

Note: For those not familiar with Comp from other boards, he is an authority on rules like Bretman.

We were also at WS this past weekend, 14u
And on Sunday, with the rain, DD used her rosin, she asked the ump, left it on the mound behind her and used it. Also I would say after she did 50% she forgot to wipe her hand?? And we had no issues in 2 games.
