What's the call?

Nobody on base, 1 out, the batter in the box hits a pop up in between first and second base, the second baseman has the ball in her mitt drops it, it bounces off her leg out of bounds and down a hill. No one went after the ball, the field ump is standing there watching the ball while the runner keeps going and is rounding third base at this point the field ump finally reacts he throws up his hands and says the ball is out of play. After the umps confer the runner has to go back to second. Was this the correct call?

The right call was the one that was made. :)

Maybe it was made a little late- hard to tell from the description. The umpire should have called the ball dead the instant it went out-of-play. It sounds like there was a slight delay between the ball going into dead ball territory and the umpire killing it.

If so, that doesn't really affect the outcome of the play or the final call. The end result will be the same (though maybe a little confusing to the participants).

You have a batted ball that was touched by a fielder and then went out of play. The correct base award is two bases and they are awarded from the batter-runner's base position (home plate) at the time of the pitch was made.

This is, essentially, a ground-rule double. The batter gets second base. If there are other runners, they also get two bases from whichever base they were on at the time of the pitch.

We also wondered why the ump waited to make the call, he just reacted slowly I guess. Every time I post a question on here I always get answers with good explanations so thanks for all the info!
