Ball (not a pitch) thrown by a fielder into a dead ball area

Is the award two bases for all runners from the time of the throw that is not a pitch? If two runners are between first and second base when the ball is thrown, does the lead runner get third base and the trailing runner only get second or does the trailing runner get third and the leading runner get forced home? I thought I remembered reading where the placing of the runners was determined by the lead runner but I couldn't find it in my rulebook.

ASA and NFHS-Award for thrown ball is determined by the time of the throw where the runners are (last base touched). The lead runner determines the placement, runners between 1st and 2nd, lead runner will be awarded 3rd base, succeeding runner is placed at 2nd base.
