Lets do a poll to see how many umps would call the runner out.

I'm interested in what Bretman would have called.

The pitcher was definitely active in the celebration, but at no time was any concern at all given to the runner. Is jumping up and down celebrating with your teammates after the play is 'dead' considered making a play on the runner? I agree that they shouldn't have done it and the obvious answer is that the runner should be able to go in that siutation with an uncovered base. But a runner can't just take off whenever they want once the ball is back in the circle and she has returned to her base. At that point, the defense is required to make a play on an offensive player before anybody can legally move off the base. Of course, making a play is a judgement call.

By the way, we were the defensive team and needless to say, I thought the girl should have been out and game over. We got the next batter so we didn't lose the game. Admittedly, if I was the umpire, that would be a tough way to end a championship game by calling that runner out.

Personally, I would apply this definition of "making a play" to the situation:

Were the pitcher's actions such that there was any reasonable expectation or possibility of an out being recorded against the runner?

If not, then I would say the pitcher was not "making a play".

Sight unseen, and just going by the description, it sounds like a Look Back violation and an out to me.
