I complained about a technicality in the wrestling rule book for about 10 years and they finally changed it. No idea if it was because of me.
My guess is it had nothing to do with me because of the way it was changed. They simply made the technique illegal instead of closing the loophole where it was acceptable.
Anytime I happened on my mat I stopped the match but couldn't penalize. This lead to many,,,, loud discussions with both coaches over the years. I had to toss one guy over it.
On the other hand, they will put some idiotic starting sequence change in there that will screw everything up for a few weeks before they just say "oh screw it, stop doing it." Or maybe make knee pads with an open back illegal so the kids have to wrap tape around them. One year you could wear a tight fitting undershirt but it couldn't have a logo on it. Good luck finding one of those.
The moral of the story here is -- and I figure I'm not the only one who picked up on it and said something -- I identified something that could injure the participants of a sport that I officiate and brought it to the attention of the people who write the book. They sat on their hands for at least 10 years about it, all whilst making me say the word "set" before I blow my whistle and too many other stupid things to recall right now.
