Haven't even heard of this one until now. 12U rec league game. Runner on third - passed ball (not a deep backstop). Catcher retrieves ball and flips to pitcher standing at home who then returns ball to circle now occupied by first baseman. Pitcher walks to circle and is handed the ball. Here's the question for discussion - If someone other than the pitcher has the ball in the circle, are runners required by rule to advance or retreat?

No. Not unless a particular rec league has any special rules for such a thing.

What you're asking about is "The Look Back Rule". That rule applies only when it is the pitcher with possession of the ball within the pitching circle.

If a different defensive player has the ball, runners can advance, stop or retreat as they wish.
