Runners 2nd and 3rd, pitcher stumbles pitching, does not throw the ball, what is the ruling? Ball, or runners advance one base?

The penalty for an illegal pitch is both a ball to the batter and each runner advancing one base.

And, yes, beginning the pitch and failing to deliver the ball is an illegal pitch.

So if the ball would have came out of her hand (rolled, went 10', etc), would it just have been a called Ball - Live ball situation?

The OP doesn't say how the pitcher "stumbled" or whether her stride/footwork was legal, but yes, it would have been a live ball, ball assuming her footwork was legal. The runners could have still advanced but would have done so at their own peril of being put out.

the pitcher took it very well, she was embarassed but cracking up at the same time. was good to see kids being able to laugh at the situation and having fun!

It would be a pitch- just not a very good one!

Definitely a ball, if the batter doesn't swing at it and miss. Yes, the batter could still legally bat this pitch into play if it actually reached her, or even swing and miss for a strike. And if it was hittable, but the catcher jumped and and grabbed it before it reached the plate, you would have catcher obstruction!

Also, if the pitched ball would hit the ground then bounce up and hit the batter, batter is hit by the pitch and receives her base.
