According to the newest ASA rulebook I just read, it states at 16U you CANNOT wear metal cleats that are screwed INTO the sole, but you CAN wear metal cleats that screw ONTO the sole of the shoe. ;& Uhhhh, what? can anyone clarify that for me?

The ASA rulebook also has a big exception to that paragraph that states NO Metal Cleats are permitted for Junior Olympic play.
