NOTE: These become effective 1/1/15.
SECOND NOTE: There is an equipment standard that was announced in the fall of 2011 that becomes official also on 1/1/15. This is in Rule 3, sec 1-G under equipment; Bats manufactured after 1/1/2012 must also bear the NSA Approved 2012 logo on the taper of the bat. There is an image of the logo below:
This will replace the approved list. There is no grandfathering of bats prior to 2012. All bats eligible for NSA play must have the 2012 silkscreen on them.
THIRD NOTE: Ohio NSA will permit the use of guest players in both halves of the state. I am checking with the bordering states of Indiana, Kentucky, Michigan, and W. PA. WV is ran by the same director as W.PA so one rule will suffice for both states.

FAST PITCH RULE CHANGES 2014-2015
1. Rule 1 Definitions
Page 86 Section 27
DELETE THE FOLLOWING IN THE EXISTING DEFINITION:
"not higher than the batter's head".
2. Rule 3 Equipment
Page 95 Section 6(b)
Addition to the existing rule:
Effective with the 2016 season no player will be allowed to wear "optic yellow" or "lime green" pants or any similar color to that of the softball.
3. Rule 4 Players/Substitution
Page 97 Section 1(exception)
Delete the words "POOL PLAY ONLY" in the existing rule and add the words "NON-CHAMPIONSHIP PLAY" to the existing Exception.
Add to Section 4(a) on page 98 to the last sentence "IN NON-CHAMPIONSHIP PLAY" a team may start the game with 8 players.
4. Rule 4 Players/Substitution
Page 97 Section 2
Delete the rule of the Designated Hitter and add TO ALLOW 2 PLAYERS (DESIGNATED AS TWIN PLAYERS) TO BE INTERCHANGEABLE AT ANY TIME ON OFFENSE OR DEFENSE.
A. Any 2 players may be designated as "TWIN PLAYERS". This must be done at the pre-game meeting. Write both names on one line of the line-up card, or write them on two lines with the word "TWIN PLAYERS" before their names.
B. The "TWIN PLAYERS" are interchangeable. The "TWIN PLAYERS" occupy 1 slot in the batting order and are locked for the duration of the game. One can replace the other on offense (batting-running) at any time and as often as desired without being a substitution.
C. Any 9 players in the line-up can play defense. (The "TWIN PLAYERS" can play defense at the same time).
D. There is no requirement that a "TWIN PLAYER" play on offense or defense.

GUEST PLAYERS
a. If a team uses a guest player and plays in another state, they have to play under the guidelines set in the state they are playing in. Not all states may offer this program. Contact your State Director.
b. Request must be approved by the State Director or his/her representative 24 to 48 hours prior to the start of the tournament.
c. The State Director or his/her appointed representative must also receive written or electronic approval from her current coach.
d. A player can only be a guest player 2 times per sanctioned season.

Delete in the 2nd sentence the following: "the last batter of the previous inning whose turn at bat had been completed".
Add to the 2nd sentence the following: This would involve the "LAST RECORDED OUT is placed on 2nd base for the tie breaker".
7. Rule 8 Baserunning
Page 116-117 Section 5(b)
Delete Section (b) in the existing rule
Add a NEW SECTION to the letter (b)
New section is in reference to OBSTRUCTION (to lengthy to list here)so please check the rule in its entirety in the new NSA rulebook.

Page 118 Section NEW LETTER (f)
Letter (f) shall read: It is umpire's interference when the plate umpire or any part of their clothing interferes with the catcher's attempt to throw out a runner stealing or a pick-off play.
EFFECT: The umpire signals delayed dead ball at the time of interference. If the runner is out, the play stands and the ball remains alive. If the runner is safe, time is called, all runners must return to the base occupied at the time of the pitch. The pitched ball counts as a ball/strike on the batter as called by the umpire.
NOTE: It is not umpire interference on a wild pitch or a passed ball.
