Sending up bretman signal

This happened in my son's baseball game but it is relevant to softball also. here is the SITREP.

On the pitch the runner on first steals 2nd base. The batter hits a blooper to right-center. The runner slides into 2nd base and sees the blooper about to get caught. He takes off back to first, but the fielder couldn't get to the ball and it bounces. Runner is now caught between 1st and 2nd. Fielder fires the ball to 2nd base way before runner slides into 2nd. Umps calls the runner safe saying a tag is needed. He says it was no longer a force out because the runner had already made 2nd base previously. We argued that he gave up 2nd base when he retreated to 1st base. We lost the argument.

Who's right? BTW, this was a travel ball game with OHSAA umps.

Whenever a forced runner retreats back from a forced base, the force play is reinstated. And, yes, it is the same for baseball and softball!

Should of had the runner out on the force play (can tag either the base or the runner, before he returns to second, for the force out).
