Why do parents send kids to school with cell phones?

I go to school almost everyday with my phone but i have it off and in my pocket all day untill the bell rings, but people in my school have ipods all the time they sit them in the front of there shirt then stick the head phones up there sleeve and act like they are resting there head on there hand but really there are listening to music. i think kids should be able to have them out ten minutes before the bell rings so they can text there parents.
